Best AI Voice Cloning Tools (2026): Samples, Consent and Plans
Updated October 2, 2026
Short version: Every tool here can make a usable clone from a short recording; the differences are in what plan unlocks it, how many voices you get, how consent is checked and how many languages the clone can read. ElevenLabs has the deepest cloning options. Fish Audio clones from the least audio. Descript records a spoken consent statement. LeapFun unlocks cloning at the lowest price, with consent recorded for each voice. Two well-known tools, Murf and WellSaid, do not offer self-serve cloning at all.

What to check before you clone
- Whose voice it is. Every tool here requires the speaker's consent, and several check it: Descript records a spoken statement, LeapFun records consent per voice, Fliki asks you to confirm the voice is yours, Fish Audio limits commercial use to verified voices you own. None of them permits cloning a public figure.
- Where the clone can go. Clones cannot be exported from any platform. If you leave, you re-clone from your original recordings, so keep them.
- What the clone can read. The number of languages a cloned voice can speak is usually smaller than the tool's headline language count: 23 on LeapFun, 13 for zero-shot cloning on Fish Audio, 32 on Fliki.
- Whether it can be improved. Descript's help says you cannot add samples to an existing clone; ElevenLabs separates instant from professional cloning for that reason.
- Distribution rules. For audiobooks, Voices by INaudio counts a cloned voice as digital narration even when it is your own; Spotify and Kobo accept AI narration with a disclosure; ACX does not accept it.
